Palo Verde College is a publicly supported 2-year college located in the beautiful Southeastern California desert.  Yearly enrollment is approximately 7,000 students (full and part-time).

LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California.  The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley.  Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area.   Boating, fishing and hunting attract many tourists.  The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border.  The valley’s great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.

NATURE OF THE POSITION
Under the direction of the Dean of Research Planning, and Institutional Effectiveness or designee, the Research and Planning Analysts leads, oversees, and participates in complex work of staff responsible for planning, conducting, and presenting research and analysis of institutional data related to the development and assessment of college programs, services, activities, enrollment patterns and planning and accreditation related projects; designs and executes complex research studies; and provides technical assistance to campus staff in the areas of program evaluation, assessment, and analysis.

Examples of Duties

DUTIES AND RESPONSIBILITIES

  1. Collects, evaluates, and reports qualitative and quantitative information related to program and administrative reviews, outcomes, assessment, and program evaluations as well as survey activities associated with student success and institutional effectiveness; actively participates in performing the work of the unit.
  2. Supports, directs, designs, develops, and conducts institutional research projects and activities to support a variety of areas and programs. 
  3. Coordinates in documenting research protocols and processes related to program and administrative reviews and survey research activities in accordance with established standards of practice and procedures; prepares end user and technical documentation and instructions related to information systems, data warehouse, and research agenda. 
  4. Consults with campus administrators regarding research needs, current studies, results of research and related matters. 
  5. Designs and develops data collection procedures and acquisition of data and analysis for enrollment management and planning. 
  6. Responds to research questions as requested. 
  7. Trains employees in their area of work including current software practices, provision of advanced technical information, and research design, program evaluation, and statistical analysis techniques. 
  8. Prepares and revises reports with accompanying tabular, graphic, and statistical contents, descriptions of analytical methods used, and narrative of findings and conclusions for research and evaluation. 
  9. Prepares a variety of tables, charts, and graphs; writes and edits material, including drafts of material and data for presentations and/or presentations. 
  10. Maintains and updates applicable databases and associated documentation. 
  11. Identifies, develops, and implements effective and sound survey instruments and intake forms for both required and investigative data trends and analysis; evaluates and recommends appropriate sampling methods and techniques; participates in the collection and processing of data; participates in reviews and coordinates the work of staff responsible for analyzing data and presenting results in comprehensive reports; assists campus staff in accessing student data and with data analysis. 
  12. Writes and provides technical and editorial assistance in the writing and publishing of special reports and publications; completes surveys and reports required by external public and private agencies; provides research support to grant applications and existing grants as required. 
  13. Coordinates the development and design of office websites; publishes research information on site.
  14. Communicates research methodology and results in written and oral format in formal and informal presentations. 
  15. Learns and applies emerging technologies and advances (e.g.., computer software applications) as necessary to perform duties in an efficient, organized, and timely manner. 
  16. Participate in College efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity, and inclusion training and events. 
  17. Performs related duties as assigned. 

Educational/Experience Qualifications

KNOWLEDGE AND ABILITIES

  1. Knowledge of advanced research design and statistical analysis methods and procedures and their application to program evaluation, survey research and statistical inference and significance.
  2. Knowledge of advanced survey design methods and implementation techniques
  3. Knowledge of advanced project management, data management and reporting skills
  4. Knowledge and methods and techniques of data collection, coding, extraction and processing, statistical analysis and reporting.
  5. Knowledge of principles of lead supervision and training.
  6. Knowledge of principles of database design and maintenance.
  7. Knowledge of principles and practices of statistical and administrative report preparation
  8. Knowledge of correct English usage, grammar, spelling, punctuation, and vocabulary.
  9. Knowledge of record keeping procedures.
  10. Knowledge of budget preparation and maintenance. 
  11. Ability to create visualization dashboards. 
  12. Ability to analyze requirements, recommend research design and analytical strategies, and execute complex statistical analyses appropriate to program evaluation activities and tasks.
  13. Ability to identify, evaluate and solve complex research design and analysis problems. 
  14. Ability to write reports related to research projects and program evaluations that demonstrate the ability to appropriately analyze statistical date and develop sounds, logical conclusions and recommendations.
  15. Ability to develop, implement, and complete comprehensive research projects and program evaluations with specific deadlines. 
  16. Ability to present and explain technical information in understandable terms.
  17. Ability to develop and implement online survey tools.
  18. Ability to interpret, apply and explain laws, regulations, policies, and procedures.
  19. Ability to assess, analyze, implement and evaluate research project activities.
  20. Ability to analyze situations accurately and adopt an effective course of action.
  21. Ability to plan, organize and prioritize work.
  22. Ability to meet schedules and timelines.
  23. Ability to work independently with little direction.
  24. Ability to understand and follow oral and written directions.

REQUIRED QUALIFICATIONS 
  1. Bachelors degree from an accredited college/university with a major in statistics, mathematics, social science research, economics, or related field 
  2. 2 (two) years of experience in an academic or similar research setting.
  3. Knowledge of research methodology and data analysis using both quantitative and qualitative techniques.
  4. Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, sexual orientation, disabilities, and socio-economic backgrounds.

CLASSIFICATION/SALARY
  1. This is a 12-month full time classified position.  May include evening and weekend duty.
  2. Row 15 on the classified salary schedule.
  3. The District offers an attractive package of fringe benefits including medical, prescription, dental, vision and life insurance as accorded per CSEA agreement.
