The Deputy Chief Information Officer (DCIO)/ Executive Director plays a pivotal role in the strategic leadership of the Information Management and Technology (IMT) Division and in providing operational and transformational technology leadership to the College of Southern Maryland. This position is responsible for assisting the CIO in overseeing the IMT Division, providing operational and technical oversight for privacy/cybersecurity, ensuring alignment with the organization's goals and objectives, and driving innovation to enhance college technology performance. The Deputy CIO/Executive Director will lead key projects, manage IT operations, and foster a culture of continuous improvement.
The DCIO drives operational and technology alignment and oversees cost-saving initiatives to ensure the alignment of technology solutions to business needs and that the solutions are leveraged for highest value-return and customer satisfaction. The individual in this position provides leadership in the planning and development of all aspects of technology and is responsible for overseeing IT-related initiatives that strengthen campus-wide IT services. The DCIO provides leadership in key areas of IT operations and ensures IT organizational effectiveness. This position is responsible and accountable for completing IT projects on time, at or below budget, and meeting functional and/or business operational and project design requirements. The DCIO oversees and completes performance evaluations for the Database Administrator and Programmer Analyst.

25% Strategic Planning:
- Assist the VP/ CIO in developing and implementing the IT strategic plan.
- Align IT initiatives with business goals and objectives.
- Identify and evaluate emerging technologies and trends.
- Assist the Chief Information Officer in the development of IMT’s organizational vision and IT strategic, staffing, and operational plans, aligning IT priorities and actions in support of college-wide goals.
- Understand how IT decisions impact operations and develop operational strategies for communicating these decisions and achieving desired results.
- Develop short and long-term approaches to the ERP environment to streamline operations and add value across the College.
- Provide leadership and direction to IT teams, including cybersecurity, infrastructure, application development, and support services.
- Oversee day-to-day operations of the IT division.
- Mentor and develop IT staff, promoting professional growth and development.
- Manage and direct the department initiatives. Supervise personnel in the department either directly or through other supervising personnel.
- Hire, develop, direct, manage and evaluate personnel resources.
- Commit resources – personnel, equipment, funds – to support projects and the operations of the department.
- Identify strategies to manage, maintain, and secure CSM’s IT infrastructure and continuously improve the security posture.
- Lead and manage major IT projects, ensuring they are completed on time, within budget, and meet quality standards.
- Coordinate cross-functional teams to ensure project success.
- Serve as the organizational lead in the areas of IT operations, tactical and operational planning, organizational effectiveness, contract, and vendor management, and IMT reporting.
- Supervise, evaluate, and develop the Data Management Team including the Database Administrator and Programmer Analyst.
- Develop external relationships, as appropriate, to identify and keep abreast of emerging trends and opportunities in IT.
10% IT Governance and Compliance:- Ensure IT policies, procedures, and best practices are developed, implemented and followed.
- Oversee IT and cyber risk and compliance, ensuring alignment with regulatory requirements and organizational policies.
- Support the weekly IMT Leadership team meetings and chair the meeting in the absence of the VP/CIO.
- Assist in the development and management of the IT budget.
- Optimize resource allocation to maximize efficiency and effectiveness.
- Develop, maintain, communicate, and execute processes for valuing IT services and works with IT service providers/vendors to enhance IT services based on user evaluations and other quality measures.
- Provide support in the development and execution of the ITM budget and supports initiatives including the Yearly Game Plan.
- Provide oversight into IT costs and ensure that the college is receiving the best service and value at the least cost.
- Work with vendors to ensure work is completed on schedule and within budget.
- Manage project budgets.
- Collaborate with senior leadership and department heads to understand their IT needs and provide effective solutions.
- Communicate IT strategies, initiatives, and performance to stakeholders including developing and tracking Key Performance Indicators (KPIs) for IMT.
- Responsible for developing external relationships, as appropriate, to identify and keep abreast of emerging trends and opportunities in IT.
- Promote a culture of innovation within the IT department.
- Identify opportunities for process improvement and implement solutions to enhance efficiency and effectiveness.
- Support the update and execution of initiatives supporting IT and Data Governance that drives transformation.
- Support the evolution of the IT organization in a way that communicates the vision, strategy, priorities, and goals of the organization.
- Propose, develop, and enhance IT-related initiatives that will strengthen campus-wide IT services, while helping the College operate more efficiently.
- Maintain a deep understanding of IT and cyber operations and service delivery across college business areas.
- Support campus online, remote, and various learning environments across the organization to lower overall IT costs, improve service delivery, and drive the highest quality user experience.
- Serve as a member of college and professional groups including College Technology Council, Information Security Steering Committee, Information Systems Steering Committee, REN-ISAC, and MD-ISAC.
Additional Duties:- Performs other related work as required.
Minimum Education and Training
- Bachelor’s degree in Computer Science, Information Systems, Educational Technology, or a related field and 6 years’ experience (or) associate degree and 8 years’ experience, (or) 10 years’ experience leading an IT organization.
- Five or more years managing a multi-functional, highly motivated dynamic team.
- Eight or more years of successful experience in Information Technology and/or a closely allied field. (Preferred)
- Proven track record of planning, managing and delivering large-scale IT projects.
- Experience in strategic planning and execution.
Preferred Education and Experience:- Master’s degree preferred.
Licenses or Certifications:- Relevant certifications such as PMP, ITIL, CISSP, or similar are highly desirable.

PHYSICAL DEMANDS
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
WORK ENVIRONMENT- Office environment with occasional travel.
