The Human Resources team leads and directs organization-wide efforts to support HR functions including full-cycle recruitment of talent, maintaining effective programs for retention, promotion and succession planning, executing a performance and goal-setting management system with focus on career pathing and development, compensation, employee benefits, leave management and maintaining policies and compliance.

This Senior HR Specialist role will primarily focus on recruitment and talent management and will provide professional expertise and management of the design, development and implementation of Foundation-wide recruitments, candidate interviews and hires, and talent performance management and evaluation.

In addition, this role will work with the Foundation’s HR Manager position whose focus is on organization-wide benefits and compensation and onboarding of new staff. The Senior HR Specialist reports to the Director of Finance and Administration and works closely with the Chief Executive Officer, Enterprise Leadership Team, and other Foundation staff.

 


This position also takes part as needed in a variety of meetings and occasional special Foundation-wide projects. This position is located at the Foundation’s office in Roseburg and is required to occasionally travel and work outside normal business hours.

 


The job is located at the Foundation’s office in Roseburg and requires occasional travel and work outside normal business hours, including some evenings and weekends. Currently, Foundation staff have a hybrid schedule, working three (or more) days in the office and two days from home.

This is an exempt position, and the annual wage is $100,000.00. Essential Duties and Responsibilities

Recruiting, hiring and employee transition support

  • Serves as business partner with hiring managers to determine effective sourcing and recruitment strategies and develop or update job descriptions and announcements
  • Coordinates with external hiring partners, such as local, regional or national search firms
  • Manages placement of job announcements on multiple platforms that target the appropriate audience for our job opportunity
  • Oversees recruitment and hiring process, including reviewing resumes and applications, scheduling and attending candidate interviews and performing background reference checks
  • Provides employee offboarding support; conducts exit interviews and helps improve organizational effectiveness based on feedback
  • Prepares transfer of candidate to onboarding status in database and establishes personnel files

Performance management, training and learning

  • Oversees and implements annual performance review process, including preparing and sharing of documents, and ensuring completion of performance reviews for HR records
  • Assists with development and implementation of performance improvement plans, as needed
  • Leads development and maintenance of organization and role-based competency measures
  • Supports Foundation’s professional development goals, including assisting supervisors with development of individual professional development plans and identifying learning opportunities at the individual, role, and team levels
  • Organizes training activities for supervisors and other staff as needed

HR administration and compliance

  • Serves as first point of contact for staff on HR questions and issues related to recruitment and talent management; escalates issues and concerns to Director or others, as appropriate
  • Engages and coordinates with outside legal counsel on various HR-related questions
  • Maintains Foundation job descriptions, including coordinating periodic review and ensuring consistency across job classes
  • Maintains personnel files in compliance with applicable legal requirements
  • Keeps employee records current by processing employee changes in a timely manner
  • Helps maintain the Foundation employee handbook, including updating as needed, answering employee questions, and ensuring the handbook is consistent and in compliance with all applicable laws
  • Helps ensure that Foundation is compliant with various laws and regulations (e.g. EEOC, OSHA, federal/state/local employment laws)
  • In partnership with Finance department, helps maintains HR system; ensures records are updated and that system is functional and usable
  • Ensures excellent HR communication between central office in Roseburg and employees in other locations
  • Performs other duties as assigned
Requirements:
  • High school diploma or equivalent, with related work experience
  • Minimum 5 years of experience in human resources with a proven track record of success and high performance
  • HR professional certification desired
  • Exceptional interpersonal skills and professionalism; able to handle sensitive and confidential information, situations and documentation
  • Excellent ability to analyze complex human resources issues, develop options and recommendations for action, and implement organizational strategies and solutions
  • Excellent judgment
  • Strong customer service orientation
  • Applies healthy and productive strategies toward prompt conflict resolution
  • Exemplary attention to detail; ability to prioritize, complete tasks and meet deadlines without close supervision
  • Excellent written and oral communication skills
  • Extensive knowledge of and comfort with computer software (Microsoft Office software suite, Adobe Acrobat, internet browsers, etc.)
